The weekly meeting of the Board of Selectmen was held on Monday evening,
March 24, 2003 at 7:35 p.m.
Present: James F. Morey, Chairman; James M. Hardy, Clerk; Eric W. Greene

Department Update
Marcia Weidenfeller, Town Clerk met with the Board and gave an update on
her department. Noted that absentee ballots are available; voters can
call ahead to have their ballot ready when they come into office or it
can be mailed to them. Polling hours for annual election have been
changed to 11 a.m. - 7 p.m. Noted that the office is still working on
the census; if residents have not returned their census form, they can
still do it; office staff is calling residents to update census
information.
Informed the Board that the office now processes passports; office also
does the photos; since beginning passports, the office has collected
$21,000; noted that this office is one of a few who do both photos and
the passport processing. Noted that passports are good for 10 years and
are the best form of identification.
Mrs. Weidenfeller announced that the last date to register to vote at
the Annual Town Meeting is May 12.
M/Hardy, s/Greene, a unanimous vote, move to approve the minutes of the
March 17, 2003 meeting.
M/Hardy, s/Greene, a unanimous vote, move to approve the request of
Chief of Police, John L. Silva to appoint Todd Cantalupo as a Special
Police Officer.
M/Hardy, s/Greene, for the purpose of discussion, move to ratify the
contract between the East Bridgewater Board of Assessors and Cheryl A.
Pooler, Administrative Assessor/Appraiser.
Mr. Greene stated that he has cleared most of the questions he had
regarding the contract but there is one further item that he needs to
discuss with Town Counsel and he did not feel comfortable in voting on
the ratification this evening.
Mr. Hardy withdrew his motion. Stated that the Board will vote on
ratifying the contract at next week's meeting.
M/Hardy, s/Greene, a unanimous vote, move to approve the East
Bridgewater Little League to hold a parade on Saturday, April 12, 2003
forming at the Gordon W. Mitchell School, step off at 9:30 a.m.
proceeding down Central Street to Church Street to the Silva Complex.
M/Hardy, s/Greene, for the purpose of discussion, move to disapprove the
request of Sheryl J. Frazier, President of the Elmwood Condominium Board
of Trustees to place a streetlight at the End of West Street entrance to
the Elmwood Commons.
Mr. Morey noted that this request had been sent to the Police Chief and
Building Inspector, who had responded that this area did not meet the
requirements for a town street light.
Mr. Greene requested that within the letter sent to the Trustees, that
the criteria for street light acceptance be explained; also inform them
that they can have a light put in and they would pay the bill.
VOTE: Yes - Greene, Hardy, Morey; a unanimous vote in favor.

M/Hardy, s/Greene, a unanimous vote, move to approve sending to all
places of assembly within the Town, a Notification of Regulatory
Requirements and Procedures for Indoor Special Effects and Displays.
M/Hardy, s/Greene, a unanimous vote, move to approve adding the wording,
relative to theatrical pyrotechnic displays, as provided by the Fire
Chief, to all application forms.
Chief Pratt was present and explained that this will provide an
educational tool/process for all places of assembly.
Appointment
Rick Lincoln, President of Orchard Knoll LLC presented plans to build a
housing development.

Board of Health member - John Keefe
Explained that 25% of the development would be 40B housing; noted that
they are still in the planning stages and have not submitted the
proposal to the state. Went over the plans, noted that in the proposal
there are a total of 86 units, 36 - 2 bedroom units and 50 - 3 bedroom
units; units will be sold at $180,000 to $240,000 range. Noted that land
is zoned industrial at this time. Has met with the Conservation
Commission and no wet lands are involved; will do traffic engineering.
A discussion was held regarding affordable housing; number of units to
be sold as 40B; proposed septic design. It was noted that there would be
a significant impact on the town with 200+ bedrooms.
Mr. Lincoln stated that he would be contacting various departments as
the process continues.
Executive Secretary Report
1. Candidates Night - Wednesday, March 26th at EBHS Library, 7:30
p.m.
2. Water Department Job Posting - Selectmen voted hiring freeze at
their January 21 meeting; Part-time secretary position in Water
Department was posted during day; Commissioners are asking Board to
reconsider freeze in relationship to their position; Board requested a
that a meeting be set up with the Commissioners possibly for next week.

No one was present
M/Hardy, s/Greene, move to close Open Session and go into Executive
Session for the purpose of discussing non-union contracts and will not
be returning to Open Session.
